
This morning, the Government Citizen Interaction Centre (GCIC) had the honour of hosting Ms. Allen Kagina, Chairperson of Uganda’s Technical Vocational Education and Training (TVET) Council, and Mr. Douglas Opio, Executive Director of the Federation of Uganda Employers and a member of the TVET Council.
The discussions centered on exploring strategic collaboration between the GCIC and the TVET Council in line with the government’s bold TVET reform agenda, as guided by the TVET Policy 2019 and operationalized through the TVET Act, 2025.
The engagement underscored the central role of public communication and citizen engagement in building awareness, understanding, and appreciation of the transformative changes in Uganda’s skills development ecosystem. In her inaugural address, Hon. Janet K. Museveni, the First Lady and Minister of Education and Sports, emphasized that the success of TVET reforms depends not only on institutional restructuring but also on deliberate efforts to engage the public and stakeholders on what has changed, why it matters, and how it will benefit learners, employers, and the nation at large.
GCIC was recognized as a key government partner in amplifying these messages and supporting the Council’s mandate to ensure that TVET regulation, assessment, and delivery are responsive to the needs of the labour market, especially through strengthened engagement with the private sector.
This partnership marks a pivotal step towards ensuring that every Ugandan is informed, empowered, and aligned with the country’s vision for a relevant, quality, and employer-driven TVET system.
