Uganda has taken a significant step toward securing the future of its youngest citizens with the upcoming launch of the Early Childhood Care and Education (ECCE) Policy (2025), a comprehensive national framework aimed at transforming early learning and child development across the country.
The policy will be officially launched on 30th April 2026 at Nakivubo Blue Primary School, marking a major milestone in strengthening the foundation for children’s learning, care, and wellbeing.
Speaking ahead of the launch, Hon. Dr. Joyce Moriku Kaducu, Minister of State for Primary Education, emphasised that education is both a constitutional right and a shared responsibility.
She commended media houses and stakeholders for their continued advocacy toward ensuring quality education for all children in Uganda.
For years, Uganda’s pre-primary sub-sector has faced challenges due to fragmented systems and uneven service delivery.
The ECCE Policy directly addresses these gaps by establishing a unified and coordinated framework to guide early childhood care and education.
The policy is designed to:
•Improve coordination across sectors involved in child development
•Ensure equitable access to quality early learning opportunities
•Strengthen standards and accountability in early childhood services
By providing a clear national direction, the policy aims to create a more coherent and quality-assured system that supports children during their most critical years of development.
Early childhood is widely recognised as a period of rapid brain development, laying the groundwork for lifelong learning, health, and productivity.
The ECCE Policy reflects Uganda’s strong commitment to investing in these formative years.
Through this initiative, the Ministry of Education and Sports seeks to:
•Strengthen early learning systems
•Promote nurturing care and child protection
•Improve developmental outcomes for all children
The policy also aligns with Uganda’s broader human capital development goals, recognising that the country’s future growth depends on the wellbeing and potential of its youngest.
The national launch will be held under the theme “Strong Beginnings, Bright Futures,” underscoring the importance of early investment in children as a pathway to national progress.
The theme serves not only as a celebration of this milestone but also as a call to action for all stakeholders — including government agencies, educators, parents, and development partners — to play an active role in supporting early childhood development.
The Ministry has called upon all stakeholders to support the successful implementation of the policy and to work together in creating an enabling environment where every child can survive, thrive, and succeed.
This landmark policy represents more than a reform in education — it is a national commitment to ensuring that every Ugandan child is given the best possible start in life.
