The Ministry of Works and Transport (MoWT) has announced the launch of the third phase of the digital registration plates rollout under the Intelligent Transport Management System (ITMS) project. This phase begun on 6th January 2025 and targets vehicles entering Uganda for first-time registration.Registration services will be available at Malaba and Mutukula border entry points, with plates costing UGX 714,300.
For vehicle owners importing directly into Uganda,the process begins with clearing taxes at designated entry points, such as Mombasa or Dar es Salaam. Once taxes are cleared, the vehicle will come with a digital plate and a logbook. To complete the registration, vehicle owners need to log in to portal@itms_ug.com and book their digital number plate. Note that all plates are fitted exclusively at Malaba or Mutukula.
For vehicles stored in bonded warehouses, the process requires taxes to be cleared after assessments conducted on the URA Portal and the MoWT system. After this, applicants must visit [email protected] to book their digital registration plate, selecting a convenient location and time for the fitment service.

The ITMS project has been rolled out in phases to ensure a smooth transition to digital registration plates. Phase 1, which began in November 2023, focused on government vehicles. Phase 2, launched in November 2024, introduced digital plates for motorcycles, including first-time and post-registration applications. Now, Phase 3 will cater to private and public motor vehicles.
This initiative is a significant step in modernising Uganda’s vehicle registration process. By embracing this system, vehicle owners will benefit from enhanced security, improved road safety, and better vehicle traceability. All vehicle owners are encouraged to comply with the new requirements to ensure smooth registration and fitment of the new digital plates.
